Uninstall the hotfix and restart the CF server.

Back up with update installed courtesy Adobe support, thanks guys.

Just in case it helps anyone, update 12 was the first update that seemed to work from the administrator, previously I'd installed hotfixes manually. It seemed to update fine but then the CF service refused to start.
Uninstalling and reinstalling the hotfix manually from the command prompt fixed the problem.
